I approve issue of loans totalling $1,000,000 which you propose.

2. As regards paragraph 4 of your telegram, paragraph 3 (iv) of my despatch No. 302 of 24th September, 1948 was intended to relate to loans raised by Hong Kong not (repeat not) to loans by Hong Kong to schools etc. The latter fall to be dealt with under paragraph 3 (i) (ii) or (iii).
